摘要
抽水蓄能电站由于启动迅速、运行灵活,特别适宜在电力系统中承担调频、调
相、负荷跟踪、负荷备用和事故备用等“动态”任务,满足系统运行上的需要,由
此所产生的经济效益,统称为动态效益。如何评价抽水蓄能电站的效益对促进抽水
蓄能电站的建设具有十分重要的意义。
目前对于抽水蓄能电站静态效益的研究已经有比较成熟的评估方法,但是对动
态效益的研究相对滞后,现有的评估方法很不完善,方法的合理性和结果的精度都
难以满足电力系统发展的需要。为此,本文在查阅大量文献的基础上对抽水蓄能电
站的各项动态效益评估方法进行综述,总结它们的优缺点和适用范围。并针对动态
效益现有分类方法的不足,对抽水蓄能电站的动态效益重新进行界定和分类,在此
基础上提出各项动态效益包括事故备用、负荷备用、负荷跟踪以及综合动态效益评
估的概率模型。
抽水蓄能电站效益评估的概率模型是以概率方法为基础,电力系统电量不足期
望值为计算指标,采用等效替代方法,把抽水蓄能电站的装机容量按一定的权重分
为调峰填谷、事故备用和负荷备用并分别计算效益。为定量评估事故备用效益,提
出了基于等效机组故障模式分析法的评估模型;为定量评估调频效益,在常规典型
日小时负荷模型基础上提出了动态负荷模型;并针对系统动态效益之间的相互影响、
相互交叉问题,提出了旋转备用效益模型和综合动态效益计算方法。最后根据某省
2006 年系统数据做算例分析,分析结果表明抽水蓄能电站动态效益显著。

Abstract
Pumped-storage plant has the characteristic of rapid starting, flexible operation so
that it’s very suitable to take on the tasks of reducing peak and filling valley,emergency
reserve,frequency modulation,phase modulation, power economic
Efficiency which is generated by Pumped-storage plant is collectively referred to as
dynamic to evaluate the benefits is of great significance to promte the
construction of opumped-storage plant.
At present,the research on static benefit is more mature,but the the research on
dynamic benefits has lagged behind. The existing assessment method is not perfect, the
rationality and accuracy are difficult to meet the needs of the development of the power
system. Therefore, this article reviews the dynamic benefits of Pumped-storage based on
the vast the disadvantages of the existing assessment method,this article
redefine and reclassify the dynamic benefits,and introduce the models to assess these
benefits.
The probability model to assess the dynamic benefits is based on probability,
consider the lack of electricity expectations as the caculating index,use equivalent
