第一章总则
第一条为了建设清洁、优美、文明的现代化城市、提高环境卫生水平，根据全国城市环境卫生质量标准，结合我市具体情况，制定本标准。
第二条本标准适用于我市城区规划区及县(市)城区的环境卫生工作，乡(镇)所在地及城乡交错区参照执行。
第三条城市环境卫生作业应做到文明、清洁、卫生、有序，最大限度地减少对环境的污染和对市民生活的影响。
市、区(县、市)环境卫生管理部门负责本标准实施，并对辖区内从事环境卫生工作的单位和个人进行指导和监督。
第四条市区环境卫生质量除应符合本标准外，亦应符合国家现行有关标准的规定。
第二章术语及用词说明
第五条术语
保洁：为维护城市道路和公共场所整洁而从事的清扫和环境卫生保持工作。一般分为道路保洁、公共场所保洁和其它设施保洁。
隔离带：由树木、花草、水泥礅、金属网架等组成的沿道路纵向设置，用以分隔行车道或非机动车道与行车道的带状屏障。
道路人流量：单位时间内通过道路某一断面的行人数量。 机动车流量：单位时间内通过道路某一断面的机动车数量。
