积极应对职能转型 全面推行全员办案
“两费”停止征收后，面对工商行政管理职能由收费型向监管型的转变，腾冲县工商局找准定位，积极应对，牢固树立“有为才能有位”、“监管与服务并重”的工作理念，以行政执法为突破口，全面推行全员办案，努力在全局上下造就领导抓办案、个个会办案、人人办好案的监管执法氛围，尽职尽责履行好监管职能。
一是结合实际制定了《腾冲县工商局关于推行全员办案模式的实施方案》，进一步明确了推行全员办案的指导思想和工作目标，并制定了具体的工作措施。
二是重新整合执法力量，对执法人员进行合理配置，把年纪轻、业务强、有潜力的人员调整到执法一线,强化执法办案力量。
