巨野县国民经济和社会发展第十一个五年总体规划纲要
 
前 言
“十一五”时期，是落实科学发展观、全面建设小康社会的重要时期。科学编制和有效实施《巨野县国民经济和社会发展第十一个五年总体规划纲要》，对于加快实施“突破菏泽”战略，促进我县经济高速度、超常规、跨越式、可持续发展，构建社会主义和谐社会，建设富裕文明的社会主义新巨野具有十分重要的意义。
《纲要》根据巨野目前现状和对“十一五”期间发展条件分析，综合国际、国内的发展环境，立足本地实际制定，主要阐述政府意图，明确工作重点，引导市场主体行为方向。政府将通过年度计划、专项规划，综合运用经济、法律和行政手段，动员、组织和协调全社会的力量，努力保障规划纲要的实施和完成。《纲要》是今后5年我县国民经济和社会发展的宏伟蓝图，全县上下要坚持科学发展观，解放思想，创新思维，抢抓机遇，应对挑战，以冲天的干劲，饱满的热情，创造出不负时代的业绩，开创巨野全面发展的新局面。
基础环境篇
“十五”时期是我县经济社会发展最快最好的时期，不仅夯实了经济社会发展的基础，而且积累了成功的经验。展望“十一五”及今后一个时期，战略机遇与风险挑战并存，发展优势和制约因素同在，必须抓住机遇，克服困难，实现更快更好的发展。
