文档介绍：摘要此系统融资模式从筹资、资金在建设和经营过程中的管理、投资各方的收益分配,到制度保障、风险控制和财务效果评价等方面全过程研究融资系统。论文根据我国的制度环境,从融资渠道多元化、融资方式市场化、组织管理科学化角度提出了筹资管理子系统的评价指标;论文从有效资金管理,在项目建设、经营过程中产生经济效益、连带效益、溢出效益角度提出了资金管理子系统的评价指标;针对我国现行准公共性基础设施项目收益分配模式的不足,提出了新的4P6R模式,并且还提出了收益分配子系统的评价指标,用来解决现行收益模式产生的四大问题;在风险分析子系统,论文分析了融资风险形成的机制、风险的表现形式,提出了准公共性基础设施项目融资风险评价的指标体系, 并给出定量计算模型;论文根据准公共性基础设施公共性和经济性的特点,从承担公共责任、提供社会服务及企业盈利三个角度提出了财务评价指标,最后从政府应在投融资、管理、服务及监督等方面的定位角度提出了制度环境子系统评价指标。 5、首次建立了多元化、市场化系统融资模式的评价模型,包括构建评价指标体系、确定评价等级及评估分类、构建模糊矩阵,并用层次分析方法确定指标权重。 6、运用论文提出的准公共性基础设施系统融资评价模型对青岛市李村河污水处理厂的融资进行了评估及优化。此实证分析论证了模型的可操作性。此外, 论文提出了青岛市准公共性基础设施融资的建议,包括多种融资渠道优化组合、减免税收、提出政府的保障和承诺措施、优化资金计划和运作管理,获得建设期投资资金回收的效果、合理开发外部性效益,提出分析标准的合理性指标, 这为青岛市政府有关部门提供对策参考。论文研究在理论上克服了以往研究杂而散的不足,为政府行为的改善、政策及法规的制定提供了依据。在实际应用上,为解决目前我国基础设施多元化融资方面的主要问题提出了切实可行的措施和建议。关键词:基础设施,准公共性基础设施,融资模式,系统融资模式,融资模式评价 ABSTRACT panying with continuous,steady and quick increase of our country’Seconomy,the importance ofsemi public products inthecountry economy was one power of economy continuousdevelopment,semi pubHc infrastructure also arouses more and more thecourse ofbuilding andmanagement of semi public infrastructure and itsfinancing, there are many problems problems have e obstacles inthedevelopment ofsemipublic ,they hamper thedevelopment the research on thedevelopment andfinancing ofsemi public infrastructure hasreal signification forthedevelopment of ourcountry’S economy.
