第三章验收程序与内容
第十二条项目验收以批准的项目可行性报告、合同文本或计划任务书约定的内容和考核目标为基本依据，对计划任务完成情况，包括项目实施的技术路线、攻克关键技术的方案和效果、知识产权的形成和管理、项目产生的科技成果水平及应用前景、经费使用的合理性、验收资料是否齐全等作出客观的、实事求是的评价。
第十三条计划项目验收的基本程序：
〔一〕计划项目承担单位在完成全部任务后，在徐州市科技计划项目管理平台网上填报《徐州市科技计划项目验收申请表》〔见附件3〕，并提交项目工作总结和技术总结；
〔二〕项目主管部门审查全部验收资料及有关证明，签署审查意见后，将计划项目验收申请表〔一式二份〕及验收资料〔一套〕报送市科技局相关计划项目管理处审核；
〔三〕对于重大项目，收到验收申请后，市科技局将组织财务、监察人员或委托第三方对重大项目的专项资金使用情况进行审计并提交书面审计报告，审计通过后进入验收程序；
〔四〕市科技局相关计划管理处收到验收申请表及验收资料后，会同综合计划与社会发展处书面批复验收申请，并在10

〔五〕项目验收后，项目承担单位应于15个工作日内向市科技局报送
