陕文投集团总经理助理，铜川市照金红色旅游名镇管理委员会、陕西照金文化旅游投资开发有限公司负责人赵文涛说，照金名镇的开发，将坚持以老区振兴和改善民生为核心，通过政府主导、社会参与、市场运营的方式，确保老区人民成为项目建设的最大受益者。同时，该项目坚持两大规划体系，按照缅怀过去、关注当前、民生为本的思路，形成公共设施和商业形态布局合理、吃住行游购娱配套齐全、自然生态平衡优美、红色休闲文化主导的发展格局。

在民生建设方面，该项目将坚持红色旅游与城乡统筹相结合、生态建设与现代农业相结合、社会管理创新与产业结构调整相结合、促进就业与扶持创业相结合、短期成效与可持续发展相结合，通过旅游业、教育业、现代农业、创意产业、休闲养生业等产业的聚集发展，实现照金经济社会科学发展、跨越发展、可持续发展。
照金红色旅游名镇建设正式启动 计划投资20亿元
由铜川市人民政府、陕西文化产业投资控股(集团)有限公司、陕西煤业化工集团有限责任公司共同主办的铜川市照金红色旅游名镇管理委员会暨陕西照金文化旅游投资开发有限公司揭牌仪式，在铜川照金景区1933主题广场盛大举行，标志着铜川照金景区的龙头项目照金红色旅游名镇建设正式启动。
1933年，刘志丹、谢子长、习仲勋、李妙斋等老一辈无产阶级革命家在这里组建了红二十六军，成立了中共陕甘边特委、陕甘边革命委员会。照金景区，也是全国百家红色旅游经典景区之一、全国爱国主义教育基地、全国国防教育基地和国家级丹霞地质公园。
2011年7月，在陕西省促进铜川资源型城市转型领导小组第二次会议上，铜川照金红色旅游景区项目正式确立，此后，铜川市政府、陕文投集团、陕煤化集团三方精诚合作，开始了一系列的规划策划工作。
