摘要
随着农村道路交通建设飞速发展, 交通安全已成为不可忽视的问题。针对农村交通现状存在的不足和隐患, 必须从“人、车、路、环境”几方面着手加以解决。以构建和谐社会,创建平安畅通县区为目标,把保障人的生命安全作为农村交通安全工作的首要任务,科学认识发展与稳定、发展与安全的关系,努力预防和减少农村道路交通事故的发生,更好地维护好广大农民群众的生命和财产安全。通过对农民群众、农村道路、农用车辆交通安全及公安机关道路交通管理工作现状的分析,从警力缺乏和加快农村交通警务机制建立的矛盾点入手,提出了农村道路交通各主要构成要素的优化措施,初步探索了农村道路交通安全管理工作新机制。创新机制, 加强管理, 加大投入, 保障农村道路交通的安全、有序、畅通。

With the rapid development of rural road construction, traffic safety has e a problem that can not be ignored. In view of the existing situation of rural traffic problems and hidden trouble, must from "several people, vehicles, road, environment" to solve. In order to build a harmonious society, the county to create safe smooth as the goal, to ensure the safety of people's life as a primary task of the rural work of the traffic safety, the relationship between science development and safety awareness, development and stability, to prevent and reduce rural road traffic accidents, better safeguard the peasant masses of the safety of life and property. The farmers, rural roads, agricultural vehicle traffic safety and the public an road traffic management present situation analysis, from the lack of police and accelerate the establishment of mechanisms of contradiction of traffic police in rural areas of the rural road traffic, the main elements of the application of optimization measures, exploring the new mechanism of traffic safety management work of rural road.
