This paper researched on the development of integrated urban-rural in Anning area, Lanzhou city, on the one hand it deepen the theory, and on the other hand it play an inspirational role in other parts of the western. Based theoretical research and practical experience of the integrated development of urban-rural from scholars at home and abroad, this paper analyzed the elementary condition and the framework of the development of integrated urban-rural, and explored further developing planning. Firstly, it researched the concept and connotation of urban-rural integration, and selected indicators to measure the stages of its development. Secondly, based on the analysis of elementary condition in Anning, according the advantages and problems, this paper draw up plans on the aspect of industrial development in urban and rural areas, population distribution, infrastructure and ecological environmental protection and so on, and explored the mechanism designing in promoting long-term development of urban-rural integration mechanism. Finally, in the light of Anning’s functions, it offered the proposals in promoting and protecting the implement of integrated urban-rural development planning. In recent years, with the rapid economic development, Anning area have already met the conditions for the development of urban-rural integration, at the same time, due to unbalanced economic development in urban and rural areas, it request urgently to construct integrated urban-rural.
