储蓄医疗保险模式主要特点：
资金纵向积累，筹资机制呈“T”型结构，个人纵向积累与横向的社会共济统筹相结合，利于抑制对医疗服务的过度利用和超前消费。
储蓄医疗保险模式主要问题：
过分强调效率，忽视了公平性，对于收入低或无收入的人群，因其个人帐户资金储蓄不足，患病时就可能没钱治病。
