二、具体帮扶措施
(一)允许困难企业在一定时期内缓缴社会保险费
根据浙劳社就〔2009〕6号文件精神，允许暂时无力缴纳社会保险费的困难企业缓缴2009年度内应由企业缴纳的社会保险费，缓缴期限最长不超过6个月。具体程序为：申请缓缴的困难企业应向主管地税机关提出书面申请，县地税部门会同县劳动保障、财政部门审核，并报县政府批准后实施。申请缓缴的困难企业应与主管地税机关签订缓缴及补缴社会保险费的协议，地税机关可以依法要求企业提供担保或抵押。经批准缓缴期间，企业应继续按月申报应缴的社会保险费，代扣代缴职工个人应缴的社会保险费，职工缴费年限连续计算，缓缴的社会保险费不加收滞纳金。

(二)社会保险费单位缴费比例继续实行临时性下浮
2009年对县内企业基本养老保险、基本医疗保险、失业保险、工伤保险、生育保险五项社会保险费单位缴费比例继续实行临时性适当下浮，具体幅度相当于各项社会保险费企业缴费统筹部分1个月的额度。具体按浙劳社老〔2008〕125号、浙地税发〔2009〕10号文件有关规定执行。
(三)使用失业保险基金帮助困难企业稳定就业岗位
根据浙劳社就〔2009〕6号、温劳社〔2009〕31号文件精神,结合我县实际，扩大失业保险基金支付范围，将浙劳社就〔2009〕6号文件规定的困难企业社会保险补贴和岗位补贴统一为困
