In 1996, the government published laws to govern the healthy development of construction cost consultancy units by clearly defining their scope of services and responsibilities.
These units are also required to be separated from the government and operate as partnership or limited pany.
The new change pleted in the second half of 2001 and the number of construction cost consultancy units dropped from 6,000 to 4,000. 90% of them separated with the government and registered as limited panies (Cheung, 2002).
