一、清理的范围及对象

这次清理的范围是全县各党政机关、事业单位及各人民团体。
〔二〕清理的对象
这次清理的对象是在编不在岗的“吃空饷〞人员，具体对象主要是：
1、长期请假在外做生意、居住外地和陪子女上学的人员;
2、停薪留职、带薪留职、自动离职、长期旷工的人员；
3、未经单位批准脱岗学****的人员;
4、死亡后未按规定办理手续仍在领取工资的人员；
5、因病或因事请假未按规定领取病、事假工资的人员；
6、受处分未按规定办理工资降级或停发工资的人员；
7、服刑未按规定开除公职仍领工资的人员；
8、其它形式违规领取工资的人员。
二、清理方法和时间安排
〔一〕宣传发动阶段〔3月25日至4月5日〕。全县各级组织要按照县委、县政府的要求，扎实组织开展好必要的宣传教育工作。县委宣传部、播送电视局等单位，要充分利用电视、播送、互联网等媒体，认真宣传清理工作的重要意义，并集中播出相关的工作内容；各乡镇、各部门也要通过多种途径，全面发动，努力营造清理工作的良好的社会气氛。
