凤山城区是罗田县政治、经济、文化和科教中心，是鄂东地区的山水宜居城镇，大别山旅游效劳中心及现代加工业基地。
〔四〕、城市规模
规划至2022年，凤山城区人口到达20万人；，。
〔五〕、禁限建分区
禁建区主要分布在塔山、大士阁、汪家山、大王庙山、陈家山、万密斋、拔云尖风景区七个自然生态保护区内、35KV、110KV、22KV高压线走廊控制区以及根本农田，原那么上禁止任何城乡建设行为。
限建区主要分布石源河风景旅游区、城南中心区与居住组团间的生态绿楔〔非高压走廊控制区〕、经济开发区北区与城南居住组团间的生态绿楔以及一般农田等。其建设活动必须满足严格的建设限制条件，在特定的区域内集中进行建设

现有的城镇建成区为已建区，主要分布在凤山城区所在地。区内建设用地注重城市功能的完善与提升，合理布局，优化用地结构，改善环境。
禁建区、限建区、已建区以外的适合城镇开发建设的地区为适建区，区域内建设应符合城市建设规划，鼓励和引导城镇有序开展，合理确定建设容积率，加强土地等各类空间资源的综合开发利用。适建区主要为邻近建成区沿主要开展轴线上的地区。适建区是城市开展优先选择的地区，但建设行为也要根据资源环境条件，科学合理地确定开发模式、规模和强度。
〔六〕、用地结构
规划城区结构为：“一带五片，一心五楔〞。“一带〞指沿义水河形成的滨水景观带；“五片〞指根据自然地形和功能划分形成城北综合组团、城南中心区、城南居住组团、经济开发区北区和南区；“一心〞指拔云尖风景区。“五楔〞指塔山、大士阁、汪家山、大王庙山、陈家山风景区形成的五大绿楔。
