引言
为标准城镇地籍数据库的内容、数据库结构、数据交换格式，促进城镇地籍数据的管理和共享，根据《中华人民共和国土地管理法》等法律、法规，参照《第二次全国土地调查技术规程》、《土地登记规则》、《城镇地籍调查规程》等相关标准和规程，制定本标准。

范围
本标准规定了城镇地籍数据库的内容、要素分类代码、数据分层、数据文件命名规则、图形和属性数据的结构、数据交换格式和元数据等。
本标准适用于城镇地籍数据库建设及数据交换。
标准性引用文件
以下文件中的条款通过本标准的引用而成为本标准的条款。但凡注日期的引用文件，其随后所有的修改单〔不包括勘误的内容〕或修订版均不适用于本标准，然而，鼓励根据本标准达成协议的各方研究是否可使用这些文件的最新版本。但凡不注日期的引用文件，其最新版本适用于本标准。
