二、农村产业结构不合理，产业化水平低
目前，我国农业产业结构不尽合理，突出表现在三个方面：一是产品质量不高，优质产品所占比例小；二是农业区域结构趋于雷同，区域比拟优势没有得到充分发挥，区域性结构不同程度存在大而全，小而全问题；三是初级产品多，加工产品少，精深加工产品那么更少。
三、农民思想观念陈旧，素质较低
首先，由于目前我国这一代农民所受的根底教育相对较低，导致农民的科学文化知识比拟匮乏，造成了他们对新技术、新知识的接受能力普遍较低，对市场经济还停留在粗浅、模糊的认识水平上，对农业产业化、市场化缺乏必要的思想和物质准备。其次，农民的民主法制意识较弱。一方面，农民对国家依法治国的方略所知甚少，由不懂法而造成的违法事件时有发生，更不懂得用法律来维护自己的合法权益；另一方面，一些农民片面理解民主，向基层政府提不合理的要求，甚至阻挠基层政府依法行政。再次，农民的思想道德素质有待提高。一些地方宗族、地域观念根深蒂固，消极思和陈规陋习沉渣泛起严重影响了农村经济开展和社会稳定。因此，提高农民素质成为当前农村工作的一项紧迫任务。
