第二个老百姓比拟关注的就是免交农业税。皇粮国税，古已有之。直到今天，“交公粮〞一词，仍是中国农民的口头禅。在过去几十年中，我国以牺牲农民收入、农村开展的代价进行了城市工业化建设，导致城乡收入差距越拉越大。在经济增长的“大蛋糕〞中，占人口总数绝大多数的农民不仅没有得到相应的好处，反而在某些方面还遭受着严重的“不公〞。比方在税制方面，城市和农村一直实行的是“双轨制〞，广阔农民的税负长期高于城市居民。目前，我国是世界上唯一专门面向农民征收农业税的国家，总税率达百分之八点四。随着城乡贫富差距的拉大，全面取消农业税已是大势所趋，不可阻挡。取消农业税，还在于它破除了对农民的不平等待遇。人民群众对这项民心工程感到非常快乐。 村民***告诉我，他家有4口人，耕种3亩地、70株橄榄，还做些生意，年收入2万元左右。他说：“现在农民享受这么多优惠政策，充分表达了党和政府的亲民、爱民。我们对党和政府的农村政策由衷地拥护！
