摘要
随着行政机关与行政权力在私人领域的全面渗透,在现代社会中,有相当数量属于公民个人的隐私成为公众信息的一部分。在建设信息公开制度过程中,协调信息公开与公民隐私权保护之间的关系,要坚持以国家和公共利益的原则,人的尊严不可侵犯的原则,价值平衡的原则,正当程序的原则,同时应完善的隐私保护的立法和相关制度,以实现信息公开与公民隐私保护得到协调。
随着信息社会的发展,公众对信息公开化的要求越来越高。一方面,人们想知道他们应该知道的一切,要求社会更多的开放性和透明度,另一方面,人们又要求保护自己的隐私,不想让别人知道和传播自己的隐私。这构成了信息公开与公民隐私保护之间的矛盾和冲突。

Abstract
With full ration of the executive and the executive powers in the private sphere, in modern society, there are a considerable number belonging to the privacy of individual citizens to e part of the public information. In the process of building the information disclosure system, the coordination of information to the public with the relationship between the citizen privacy protection, we must adhere to the principles of national and public interests, the principle of the inviolability of human dignity, the principle of balance of value, the principle of due process, while should improve privacy protection legislation and related systems, in order to achieve public information and citizen privacy protection coordination.
With the development of the information society, the increasingly high demand for public information public. On the one hand, people want to know everything they should know, to demand that more openness and transparency, and the other hand, it is also requested to protect their privacy and do not want to let people know and spread their privacy. This constitutes the contradictions and conflicts between information disclosure and citizen privacy protection.
