　　〔二〕加强技术支撑体系建设：推进仿真计算机辅助设计研发平台建设；推进低压电器产品台建设；推进电力载波抄表模拟试验站建设；着力推进技术攻关和标准制订；着力提升配套技术水平。
　　〔三〕推进管理营销创新：开发应用先进管理技术、开发应用技术知识管理系统；开发应用高级方案管理与商业智能系统；加快电子商务系统建设、建设贸易展示平台。
　　〔四〕推进整合重组提升：做好企业上市工作、推进联合兼并，以龙头企业为核心，推进大中小企业进行紧密型或松散型的兼并重组，形成专业化、配套化、规模化的现代产业集群。　     
　　温州市经贸委、乐清市经贸局领导及协会科技创新推进委员会、专家组、名师名家、对协会制订的?方案?作了充分肯定。并提出了意见与建议。
