1〕在交通根底设施建设方面
交通建设能力总体上不适应社会经济开展的需求。国民经济的快速开展与人民生活水平的不断提高，同交通根底设施总量缺乏的矛盾；省道干线路网的大开展，与地方配套资金缺乏的矛盾，仍将是今后交通开展的主要矛盾。乡道和村道的建设标准低，局部道路宽度窄，为农村客运的开展留下了隐患。溧水周边地区具有优越的水运条件，秦淮河航道上接长江，下连芜申运河。但秦淮河航道本身通航条件不良，水运能力十分有限。
2〕在交通行业管理方面
我县城区人口密度较小，城区范围不大，日平均客流较小。公交企业经济效益不佳，企业开行新线路和投放新型车辆积极性不高。

2 目标和任务
全面助推铁路、轨道交通、公路与航道等多种运输方式综合开展。通过铁路、轨道交通、高速公路和航道的开展，进一步提升我县对外交通条件。着重加快以地方干线一级公路为重点的根底设施建设，进一步为全县经济开展拉开道路框架。继续推进农村公路建设，改善农村广阔居民的出行条件。推动落实公交优先开展的各项措施，统筹城乡客运协调开展，积极推进城乡客运一体化。
1〕配套效劳高速公路和宁杭铁路建设
做好溧马高速公路、淳芜高速公路和宁杭铁路建设的配套效劳工作，并做好地方道路与高速公路、宁杭铁路的合理衔接。同时，把高速公路、铁路效应向乡镇和重点产业园区延伸。
2〕全面助推干线公路加密改造
以高速公路、铁路的开展为依托，以地方经济开展为指引，全面助推干线公路加密改造，进一步完善我县干线公路网主框架。
3〕配套效劳干线航道建设
做好秦淮河四级航道扩容工程的配套效劳工作，规划与建设与之相配套的水运港口，为开展我县通往长江和芜申运河的长途水路运输提供可靠的平台。形成我县公路、航道和航空运输相适应的综合交通运输体系。
