新加坡保障性住房政策研究及借鉴
摘要:国内外经验都表明,住房关系民生,住房问题与国家利益、社会公共利益和居民的切身利益息息相关。如何完善住房保障体系,为弱势群体提供满足其基本生活需要的住房,乃是构建和谐社会的重中之重。本文从国外保障性住房的发展概况入手,继而对发达国家新加坡的住房保障体系进行分析,最后借鉴国外成熟的经验来针对我国的住房保障体系提出若干建议,以期对我国保障性住房的健康发展做出有益的探讨。

Abstract: Domestic and international experience shows that relationship between the people's livelihood, housing, the housing problem and the interests of the state, the public interests of the society and is closely related to the immediate interests of residents. How to improve housing security system, to meet their basic living needs housing for vulnerable groups, is the priority among priorities for the construction of a harmonious society. This paper starts from the development of foreign guarantee of housing, and the developed countries of Singapore's housing security system, finally draw on the experience of foreign mature for China's housing security system and puts forward some suggestions, in order to make the beneficial discussion on the healthy development of China's affordable housing.

国外住房保障的发展概述
保障性住房,是与商品性住房相对应的一个概念。保障性住房是指政府为中低收入住房困难家庭所提供的限定标准、限定价格或租金的住房由廉租住房、经济适用住房和政策性租赁住房构成。与我国不同,国外没有“保障性住房”的概念,与之对应的是“公共住房”公共住房在各国的具体含义和表现形式有所不同。但基本上都包含了以下特征:第一,具有救助、保障或二者兼有的性质;第二,主要为满足中低收入家庭(特别是住房困难人群)的居住需要。部分国家(如新加坡瑞典)也
