（二）街巷、居民住宅区，由街道办事处、镇人民政府负责。居民住宅区实行物业管理的，按照物业服务合同由物业服务企业负责；
（三）机关、团体、部队、企业、事业等单位的管理区域，由本单位负责；
（四）机场、车站、码头、停车场、集贸市场、展馆、文化、体育、娱乐、公园绿地等公众聚集场所，由管理单位负责；
（五）铁路、公路、隧道、河道、水域及沿岸，由管理单位负责；
（六）施工工地由施工企业负责，待建地块由土地使用权人负责；
（七）各种摊点及周围由经营者负责。
城镇容貌和环境卫生责任不明确的区域，由城市、县、镇人民政府确定责任单位。
第九条 责任区划定后,城镇容貌和环境卫生行政主管部门、镇人民政府应当将责任区具体范围和责任要求书面告知责任单位，或者与其签订责任书。
第十条 责任单位应当做好责任区内保洁、清扫冰雪、清除乱贴乱划等城镇容貌和环境卫生工作，保证责任区符合城镇容貌标准和环境卫生质量标准。
城镇容貌和环境卫生行政主管部门、镇人民政府应当加强对责任单位的业务指导，

建立城镇容貌和环境卫生责任考评制度，并定期组织检查。
第三章 城镇容貌管理
第十一条 对城镇道路临街建筑物改建临街门窗和进行外部装修的，应当符合城镇容貌标准,并依法办理相关手续。有关部门在办理相关手续时，应当征求城镇容貌和环境卫生行政主管部门的意见。
任何单位和个人不得在建筑物顶部堆放杂物或者搭建临时棚屋。
第十二条 城镇主要道路临街和景观区域内的建筑物、构筑物、雕塑和其他设施的所有者、使用者或者管理者，应当保持建筑物、构筑物、雕塑和其他设施完好、整洁，并按照所在地人民政府规定的时间、标准进行修整、清洗、粉刷。
第十三条 在城镇道路临街建筑物的外部墙（窗）体上或者阳（平）台的护栏上，不得吊挂杂物、晾晒衣物。
