县区和121个市直及中省驻安单位，并与10县区和17个重点部门签订了目标责任书。提请市双创指挥部将社区卫生创建、小区配套建设、城乡结合部整治等51项创卫、创优重点任务划分给24名市级领导包抓，建立了重点任务领导包抓制度和双创办各工作组联系制度。先后组织召开了全市双创工作会议、百家企业双创冲剌达标动员会、创建重点工作推进会以及迎接省级卫生城市考核工作动员大会，对冲剌达标阶段的工作进行再部署、再动员。省政府新的卫生城市标准颁布以后，市双创办迅速组织学习，对新增和调整的创建任务进行分解，全面落实了新增和调整项目的达标工作。各部门、各单位、各片区层层动员，广泛发动，全面掀起了创卫冲剌达标热潮。
全面推进以孳生地治理、三防设施配套、开展消杀为重点的病媒生物防制工作，病媒生物防制工作顺利通过省级专家鉴定，如期拿到了创建省级卫生城市的“入门证”。强力推进六小行业专项整治，分片区对六小行业进行督促达标，探索对流动早夜市餐饮进行了划区域统一管理，流动早夜市餐饮初步得到了规范，有效解决了鼓楼东街夜市、民族夜市城、水电三局片区等区域规范问题。今年以来，共监督检查六小行业2085户次，下达监督意见书1665份，处罚29户，中心城区六小行业达标率上升到80%。加强了社区单位卫生创建工作，解决了社区包抓、保洁人员等问题，组织开展了社区卫生创建竞赛活动。进一步完善了城区健康教育工作网络，分行业对城区100余名健康教育工作者进行了业务培训，继续推进百场万人培训行动，全民参与健康教育的氛围已经形成
