二、工作措施
随着加强农村党风廉政建设工作的不断推进，各级党组织采取了强有力的措施，切实加强农村干部廉洁履职工作，从源头上预防***现象的发生。
（一）加强领导，严格检查考核。每年初镇党委都会成立相应领导机构，明确职责，出台检查考核办法，在年底与村级班子考核一并进行，通过谈话和走访党员群众了解村主干执行党风廉政建设的情况。
（二）健全制度，实行办事公开。对办事程序、办事所需的资料等进行公开，为方便群众办事，印发便民服务小册子分发到农户手中；积极实行党务公开，明确相关内容；要求各村定期实施村务公开，给群众明白，还自己清白。
（三）强化监督，成效日益明显。每年初都会制定村民自治章程，实行村民自治；加强村级财务管理，成立了由3—5人组成的民主理财小组，加强监督，一般的开支由经办人，证明人签字，再由村主任签字报帐；1000元以上的开支，必须经民主理财小组审核，超过5000元的开支，须经村民代表大会和党员大会审议后，方可开支；同时，逐步完善“村帐镇管”制度，各村的所有收入必须先入帐后报帐，如出现不入账先开支的情况，下发整改通知书，责令其限期整改。
