编制目的
旱灾，是我区主要的自然灾害之一。为了做好干旱灾害防抗工作，促进抗旱减灾工作科学、标准、有序进行，最大限度减轻旱灾损失，保障经济社会全面、协调可持续开展。
编制依据
依据?中华人民共和国水法?、?陕西省抗旱预案?、?陕西省防抗干旱灾害应急预案?、?咸阳市防抗干旱灾害应急预案?等相关规定，结合我区实际情况，制定本预案。
适用范围
本预案适用于我区行政区域内所发生干旱灾害的预防和应急处置。本预案所称干旱灾害，是指由于天然降水减少，河流及其它水资源短缺，不能满足城乡人民群众生活、工农业生产、生态环境对水的正常需要而造成的直接与间接损失的灾害。防抗干旱灾害是指组织社会力量，采取工程措施和非工程手段,预防和减少干旱灾害损失的活动。

工作原那么
坚持以人为本,树立和落实科学开展观，努力实现由单一抗旱向全面抗旱转变，不断提高抗旱工作现代化水平。
防抗干旱灾害工作实行各级人民政府行政首长负责制，统一指挥,分级分部门协作责任制。
防抗干旱灾害以城乡供水平安、粮食生产平安为首要目标，实行以防为主、防抗结合、防重于抗、抗重于救的原那么。坚持因地制宜,城乡统筹，突出重点，兼顾一般，局部利益服从全局利益。
抗旱用水以水资源承载能力为根底，实行先生活、后生产，先地表、后地下，先节水、后调水，科学调度，优化配置，最大程度地满足城乡生活、生产、生态用水需求。
坚持依法抗旱，实行公众参与，专群结合。
2 组织指挥体系及职责
区防汛抗旱指挥部
区人民政府设立区防汛抗旱指挥部〔以下简称区防指〕，负责指挥领导全区抗旱工作。
