云南学习考察体会
9月下旬，在局领导的带领下，我有幸参与了云南学习考察活动，认真考察了昆明、西双版纳等地区的交通状况，受益菲浅。现将学习体会报告如下：
云南作为西南大省，交通事业发展快速，许多好的做法和经验值得我们学习和借鉴。一是全新的发展战略，实行“一个龙头、两个重点”，举债搞建设，发展大运输、大物流，一手抓交通建设大跨越，一手抓精神文明建设大跨越。二是科学的发展规划，提出了“发展现代交通，奉献一流服务”的发展理念，努力实现一流路况、一流服务；调整高速公路网规划，致力于打造全国交通枢纽；制定昆明国际化大都市等专项交通运输规划，推动交通快速发展。三是深刻的行业改革，坚决摆脱落后封闭的传统观念，怎样发展快，就怎样快发展，敢于求变，敢为人先，掀起行业思想大解放。大刀阔斧改革高速公路、干线公路、农村公路以及客运经营管理体制，形成加快新格局。全面推行竞争上岗、干部轮岗，以实绩论英雄，下力气治懒、治庸，极大激活了干部职工的积极性。四是过硬的加快措施，刚性问责，明察暗访，突破质量难关；铁腕治超，长效管理，打赢了公路财富保卫战；自加压力，科技攻关，创造了云南交通速度。
