broaderstudyontheseeducationalneedsandtherolethatCICshouldplayinmeetingthemin

cyberspaceandtheinformationenvironmentandthepotentialdemandforthiseducationatthe

CIC’smissionsandoptionsforadaptingitsgovernancetomeetcurrentandfutureeducational
needs.
TheresearchreportedherewascompletedinSeptember2022andunderwentsecurityreview
withthesponsorandtheDefenseOfficeofPrepublicationandSecurityReviewbeforepublic
release.

Summary
InApril2021,(DoD)submittedareporttoCongressin
responsetoaNationalDefenseAuthorizationActforFiscalYear2021requirementthatassessed
therequirementsforeducatingmilitaryandcivilianleadersintheinformationenvironmentand
’s
planstoclosetheCollegeofInformationandCyberspace(CIC),partoftheNationalDefense
University(NDU).ThereportconcludedthatCICshouldremainatNDUbutalsosuggestedthat
furtherresearchshouldbedonetoensurethatCIC’scapabilityandcapacityareinlinewithboth
near-termandlonger-termneedsforeducationintheinformationenvironmentandcyberspace

AttherequestoftheOfficeoftheSecretaryofDefense,thisRANDCorporationreport

inprovidinginformationandcyberspaceeducationintheDoDeducationalecosystembutgoes
beyondthattorecommendthatCICshouldexpanditsroleasacenterofexcellenceinthese
areas,givencontinuedandlikelygrowingrequirementsforthisexpertise.
Approach
BecausethisreportfocusesonthefutureroleofCICintheDoDeducationalecosystem,it
addresseseducationprimarilyattheJointProfessionalMilitaryEducationPhaseII,typically
providedtoofficersinthegradesofO-5(lieutenantcolonel/commander)andO-6
(colonel/captain)
mixed-methodsapproachthatfocusedonthe13institutionswiththemostrelevantcourseor
degreeprograms—reviewingwebsitesanddetailedinformationabouteachinstitution’scyber
andinformationofferingsthroughopen-sourceliteratureandsemistructureddiscussionswith
,student,
andcurriculumofferings;reviewofrelevantliterature;andadditionalinterviewsfocusedon
workforceneedsforeducationincyberspaceandinformation.
Findings
Ourassessmentofthedegreeandcertificateprogramsofferedbytheeducationalinstitutions
includedinthisresearcheffortindicatedanarrayofeducationaloptionsforgeneralistsand
specialists—communitiesthathavedifferentresponsibilitiesbutalsomustbeabletocollaborate

withintheDoDeducationalecosysteminthatitistheonlyinstitutionthatprovidesmultiple
degreesandgraduatecertificatesthatspanstrategyandmanagementspecializations,aswellas
,theCICdegreeprogramsbenefit
fromsynergieswiththecollege’scertificateofferings—oftenleadingalumniwhobegin
certificateprogramstocompleteadditionalcredentialsordegreeprograms.
Furthermore,interviewswithstakeholderssuggestthatprogramslikeCIC’shavehigh
utility—thatwarfightersingeneralneedmoreeducationinjointplanning,jointcyberspace
operations,nonkineticwarfare,andwhole-of-
alikeneedabetterunderstandingofcyberspacecapabilitiesandhowtobettercommunicate

theevolvingoperationalneeds—somethinginstitutionssaidtheyneededmoreassistancewith.
Similarly,manyoftheorganizationswetalkedtodesiremoreengagementwitheducational
institutionstosupporttheorganizations’
uptotheindividualtopursueprofessionaldevelopmentopportunities—withlittleinstitutional
motivationorcoordination.
Althoughfuturedemandforcyberandinformationeducationalopportunitiesisdifficultto
project,ourestimatessuggestthatthecapacityofthecurrentsystem—withsupplymeasuredin
theannualnumberofacademicyeargraduates—maynotcoverallofDoD’sneedsforeitherthe

educatecyberandinformationprofessionalsandshouldlikelylookforopportunitiestogrow,
,DoD
institutionsalsoservesomeoftheneedsofotherfederalagenciesandinternationalmilitary
partners,whichaddstothisdemand.
ThislandscapesuggeststhatthereisaroleforCICnotonlyinmaintainingitsdistinct
educationalofferingsbutalsoinplayingotherleadershiprolesintheDoDeducational
ecosystem—anoverarchingfindingthatmotivatesourrecommendations.
Recommendations
DoDrecognizestheimportanceofeducatingspecialistsandgeneralistsincyberspaceandthe
,although


recommendationswillbetterpositionCICtorealizeitsfullpotentialintheDoDeducational
ecosystem.
•MaintainCIC’sdualmissioneducatingjointwarfightersandthecyberworkforce.
CICprovidesstrategicandmanagementfocusoncyberspaceandinformationnot

providedbyotherDoDeducation—knowledgeforwhichtherewillbeanenduringneed

CIC’sroleiseliminatedorreduced,andeliminatingoneareaoffocuswouldalso
eliminatesynergiesbetweenthedifferentCICprograms.

shouldnotonlycontinuetoofferatleastthecurrentnumberofspacesinitsprograms—
whichwillmaintainfacultywithneededexpertise—butalsopostureitselftoexpandto
meetdemandinthefuture.
•Strengthengovernancearrangementsforthecyberspaceworkforceeducation

hasshifted,
thatDoDidentifyoneormoregovernancepartnerstotakeonresponsibilityfor
developmentofthecyberspaceworkforce,tocomplementtheJointStaff’sfocusonthe
jointwarfightingcommunity;provideandupdateguidanceonrolesandresponsibilities;
andalignassociatedfundingstreams.

recommendthatCICreinvigorateandincreaseitsroleasacenterofexcellencefor
cyberspacecurriculumdevelopmentandsolicitinputsfromDoDcomponentstoshapea
researchagendathatcancontributedirectlytotheirmissions.
