IntheFiscalYear2021NationalDefenseAuthorizationAct,(DoD)tosubmitareportthatexplainedplanstoclosetheCollegeofInformationandCyberspace(CIC)attheNationalDefenseUniversityandthedepartment’
April2021addressingtheplansforCICandconcludingthatmoreworkwasneededtoaddressthebroaderquestionofthedepartment’,CyberPolicy,’smissionsandoptionsforadaptingitsgovernancetomeetcurrentandfutureeducationalneeds.
TheresearchreportedherewascompletedinSeptember2022andunderwentsecurityreviewwiththesponsorandtheDefenseOfficeofPrepublicationandSecurityReviewbeforepublicrelease.

ThisresearchwassponsoredbytheOfficeoftheSecretaryofDefense,CyberPolicy,andconductedwithintheForcesandResourcesPolicyCenteroftheRANDNationalSecurityResearchDivision(NSRD),whichoperatestheNationalDefenseResearchInstitute(NDRI),afederallyfundedresearchanddevelopmentcentersponsoredbytheOfficeoftheSecretaryofDefense,theJointStaff,theUnifiedCombatantCommands,theNavy,theMarineCorps,thedefenseagencies,andthedefenseintelligenceenterprise.

Summary
InApril2021,(DoD)’splanstoclosetheCollegeofInformationandCyberspace(CIC),partoftheNationalDefenseUniversity(NDU).ThereportconcludedthatCICshouldremainatNDUbutalsosuggestedthatfurtherresearchshouldbedonetoensurethatCIC’scapabilityandcapacityareinlinewithbothnear-termandlonger-
AttherequestoftheOfficeoftheSecretaryofDefense,,givencontinuedandlikelygrowingrequirementsforthisexpertise.
Approach
BecausethisreportfocusesonthefutureroleofCICintheDoDeducationalecosystem,itaddresseseducationprimarilyattheJointProfessionalMilitaryEducationPhaseII,typicallyprovidedtoofficersinthegradesofO-5(lieutenantcolonel/commander)andO-6(colonel/captain)-methodsapproachthatfocusedonthe13institutionswiththemostrelevantcourseordegreeprograms—reviewingwebsitesanddetailedinformationabouteachinstitution’scyberandinformationofferingsthroughopen-,student,andcurriculumofferings;reviewofrelevantliterature;andadditionalinterviewsfocusedonworkforceneedsforeducationincyberspaceandinformation.
Findings
Ourassessmentofthedegreeandcertificateprogramsofferedbytheeducationalinstitutionsincludedinthisresearcheffortindicatedanarrayofeducationaloptionsforgeneralistsandspecialists—communitiesthathavedifferentresponsibilitiesbutalsomustbeabletocollaborate

,management,and/,CIC’sfocusisdistinctfromotherinstitutionswithintheDoDeducationalecosysteminthatitistheonlyinstitutionthatprovidesmultipledegreesandgraduatecertificatesthatspanstrategyandmanagementspecializations,,theCICdegreeprogramsbenefitfromsynergieswiththecollege’scertificateofferings—oftenleadingalumniwhobegincertificateprogramstocompleteadditionalcredentialsordegreeprograms.
Furthermore,interviewswithstakeholderssuggestthatprogramslikeCIC’shavehighutility—thatwarfightersingeneralneedmoreeducationinjointplanning,jointcyberspaceoperations,nonkineticwarfare,andwhole-of-—,manyoftheorganizationswetalkedtodesiremoreengagementwitheducationalinstitutionstosupporttheorganizations’—withlittleinstitutionalmotivationorcoordination.
Althoughfuturedemandforcyberandinformationeducationalopportunitiesisdifficulttoproject,ourestimatessuggestthatthecapacityofthecurrentsystem—withsupplymeasuredintheannualnumberofacademicyeargraduates—maynotcoverallofDoD’,,DoDinstitutionsalsoservesomeoftheneedsofotherfederalagenciesandinternationalmilitarypartners,whichaddstothisdemand.
ThislandscapesuggeststhatthereisaroleforCICnotonlyinmaintainingitsdistincteducationalofferingsbutalsoinplayingotherleadershiprolesintheDoDeducationalecosystem—anoverarchingfindingthatmotivatesourrecommendations.
