河南公路建设中的技术创新及其政策研究

摘要
公路是国民经济发展的基础产业和先导产业,“十一五”期间是公路建设发展的
重要时期,也是建设创新型交通行业的关键时期。在“中原崛起”的目标下,在“技术
创新”的指导下,把河南公路建设放在全国公路大发展的格局中来审视,进一步提
高河南公路建设企业的技术创新能力,加快河南公路的建设势在必行。
技术创新是公路建设的必要手段,具有最直接、最重要的作用。河南公路建设
自筹划至今已有近 90 年的历史,河南公路史可谓是一部公路建设的技术创新史。
它不仅使河南公路建设在我国位居前列,同时也给我国公路建设提供了借鉴。但其
企业的技术创新能力与发达国家相比还有很大差距,需要我们不断地总结经验、借
鉴成功案例来发展河南的公路建设事业。
本文主要采用了理论研究、实证研究和案例分析相结合的方法来研究河南公路
建设中的技术创新问题。首先从基本理论入手,查阅、分析并综合各家的理论从而
对“技术创新”概念作一梳理,接着从我国公路建设应用技术创新的历史过程来看公
路建设中的技术创新并归纳其特征。而后从河南省的实际情况出发,结合技术创新
案例来共享河南公路建设技术创新的成功经验,即特质分析;同时为使河南公路建
设技术创新再上一个新台阶,笔者指出了创新中存在的一些不足,并结合博弈等理
论对其产生的原因进行分析;最后笔者针对原因,提出了可行性与可操作性的政策
建议,把公路建设切实转移到依靠技术进步的轨道上来,使河南的公路能够全面、
协调、可持续的发展。结语部分,对文章的结论和创新做出总结,针对论文的不足
对深入研究提出展望。

Abstract
The highway traffic is the basic and forerunner industry of the national economy
development. “The 11th Five-Year Plan” period is the important period of the highway
traffic development, and it is also the crucial phase of constructing the innovation
transportation profession. Under the goal of “middle rises” and the instruction of
“technological innovation”, places the Henan highway construction in the pattern of the
national highway development to carefully examine, further sharpens the Henan highway
construction enterprise's technological innovation capability, and speeds up the Henan
road's construction to be imperative.
The technological innovation is the essential method of the highway construction,
and has the most direct and vital role. The Henan highway construction has near 90 year
history until now from the preparation, the Henan highway history is a highway
construction technological innovation history. It not only causes the Henan highway
construction to be situated the front row in our country, simultaneously also has provided
experience and lessons for the highway construction of our country. But its enterprise's
