摘要
中国各项基础设施进入大规模的建设阶段,给施工企业带了了巨大的发展机遇。由于施工项目的建设期较长,其建设期的成本控制,是施工企业建设项目控制的关键。但是我国由于长期受计划经济、控制手段和方法的影响,建设项目的大部分都是在成本超支、工期延长的情况下完成的。因此,如何在目标成本内或以最低成本,在规定的时间里完成能够满足要求的项目建设,是当前工程建设活动中需要关注的重要问题。
本文在对各种成本控制理论进行比较研究的基础上,从项目施工的全过程出发,对施工成本构成要素进行分析、研究,对成本控制的关键环节进行剖析、并提出相应的对策,以提施工成本控制的水平,革新成本控制的理念和思维,为推动建筑业的健康发展做出一定的贡献。论文引入工程实例,结合企业成本控制工作的实践,探索了影响项目施工各阶段成本的因素,研究了施工各阶段成本控制的方法,提出了通过成本的优化控制,实现施工成本的节约的想法。

Abstract
The basic facilities of China is entering the large-scale construction stage, and it gives the construction enterprise great opportunity of development. The construction period of construction project is longer, and the cost control during the construction period is the key of construction project control for the construction enterprise. But as our country is affected by planned economy, control means and methods for a long time, the most of the construction project is finished in the case of cost overruns, extension of time. Therefore,how plete projects to meet the requirements in the target cost or at the lowest cost and in a specified time, is important issues needing to focus on in the current construction activities.
On the basis parative studies in a variety of cost control theory, and starting from the whole process of project construction, the text analyses and researches the constitute elements of the construction costs,and analyses the key aspects of cost control, and proposes appropriate counter measures to enhance the level of construction cost control, innovative cost control ideas and thinking to make some contribution to promote the healthy development of the construction industry.
