德国新能源发展对中国的战略启示

摘要: 作为自然资源贫乏的经济大国, 德国的能源安全战略, 尤其是新能源战略一直为世人所关注。近 10
年来, 德国一直引领新能源产业, 德国在战略、政策以及整个能源体系的构建中都将新能源放在首要位置。
21世纪初, 德国政府已经将新能源政策提高到“基本国策”的战略高度, 德国的新能源战略给了我们深刻
的启示。本文以德国新能源发展为例, 深入研究了德国新能源发展的现状、原因、经验并结合我国的基本国
情, 说明了我国发展新能源的必要性, 提出了适合我国新能源发展的建议。

Abstract: Germany, poor in natural resources but as econom ic giant, has caught world s attention in its energy safety
strategy, especially its new energy strategy. Germany has been a leader in new energy industries in recent decade,
putting new energy in the first position in its strategy, polices and the whole energy system. A t the beginning of the 21st
century, Germany upgraded the new energy policies to a basic national strategy, which can be a reference to China s
energy strategy. This
