高校公共用房管理:理论与实践
摘要
高校公共用房是高校国有资产的重要组成部分,是学校完成其职能
以及进一步发展的重要物资基础。但目前高校公共用房出现严重的供不
应求现象,成为阻碍高校发展的瓶颈。为了解决这一问题,需要进行高
校公共用房管理的理论创新与实践探索。
本文以公共物品理论为立足点,在研究了混合物品特征及影响因素
的基础上,对高校公共用房的管理进行分析;在简要分析高校国有资产
分类、特点的基础上,对高校公共用房的性质、管理原则展开了讨论。
在理论研究的基础上,本文以上海交通大学为个案,从三个方面介
绍了高校公共用房管理改革与实践。1)上海交通大学公共用房定额管
理办法:介绍了制定该管理办法的总体思路,影响公共用房定额管理的
各种因素,各类用房的测算方法及房产资源费的结算办法,以及该管理
办法的实施效果及实践体会。2)基于校园网的上海交通大学公共用房
管理信息系统:介绍了该系统的总体构思、主要结构、功能和特点。3)
上海交通大学公共用房物业管理:介绍高校物业的范围、作用,与传统
房产管理的区别,以及上海交通大学公共用房实施规范物业管理的经
验。
在分析高校公共用房管理现状和主要问题的基础上,提出了加强高
校公共用房管理的改革,充分发挥国有资产管理职能的对策。

THEORETICAL RESEARCH AND PRACTICE
OF PUBLIC HOUSE PROPERTY ADMINISTRATION
IN CHINESE UNIVERSITIES
ABSTRACT
The public house property in Chinese universities is a very important part
of the state owned properties in Chinese universities, and it provides the basis
for running and development of anizations. But there is serious
shortage of public house property, which blocks the development of Chinese
universities. In order to solve such problems, theoretical and practical
investigations on reform of the administration of house property in Chinese
universities are necessary.
The theory of public goods is introduced. The administration of public
house property in Chinese universities is analysis based on the characteristics
and influence factors of mixtures. The characteristics and administrative
principals of public house property in Chinese universities are discussed
based on the analysis of classification and characteristics of state owned
properties in Chinese universities.
Following the theoretical investigation, the reform practice to improve
the administration of public house property in Shanghai Jiao Tong University
is introduced, which includes three aspects. 1) Quantitative payment
administration of public house property in Shanghai Jiao Tong University.
