政府建设项目管理模式在无锡市的应用研究

摘要

我国政府投资建设项目长期实行的是“投资、建设、监管、使用”
多位一体的模式,普遍存在政企不分、责任不明、监管不力、效益不高
等问题。针对目前政府投资项目管理存在的问题,在对无锡市政府投资
项目进行数据分析和研究的基础上,依据现代项目管理理论和方法,结
合政府投资项目的具体特点,提出适应于当前政府建设项目的新管理模
式,这种新的政府投资项目管理方式有一定的必要性和紧迫性,比较先
进的一种方式就是对政府投资建设项目实行“代建制”,本文通过对国
家投资建设项目政府管理低效的制度分析及其问题分析,指出了传统和
现行的国家投资建设项目业主行政代理模式的弊端。针对无锡市政府建
设投资项目的特点,研究所提出的新管理模式的实施目标、实施步骤以
及实施过程中的关键问题解决方法。随后将该模式应用于无锡市某办公
楼改造扩建工程项目管理策划与实施过程的管理中,在成本、工期和质
量控制方面取得了明显效果,验证了本文所提出的理论方法的可行性。
应用表明:本文提出的政府建设投资项目管理方法能够克服当前模
式存在的效率低、责任不明等问题,在保证工期与质量、降低成本和减
小风险等方面有明显优势。

ABSTRACT

China's government-funded construction projects had put into practice "investment, construction,
supervision, use" an integral whole pattern into practice for a long-term, The disadvantages of without
a clear line between the functions of the government and enterprises, the responsibility is unclear, lack
of supervision, as well as low efficiency are ubiquity. Aiming at problems specifically for the
government invests in the project administration at present, this article suggest that the new fitting in
with in current government construction project manages a pattern. Basing on studying the data
analysis being in progress to Suzhou municipal government investment project, the article judges by
modern project administration theory and method, concrete characteristic with investment of project by
the union government. This new government investment project supervisor mode has certain necessity
and urgency, One paratively advanced way it is the project investing in construction to the
government to put "anization system into practice".
