转型期上海行业协会的治理功能研究

随着我国改革的深入,传统计划经济下的部门管理体制暴露出越来越多的问题,政府开
始转向一种新的行业管理体制的探索,并致力于培育各种行业协会来配合管理体制的需要。
上海行业协会就是在这种背景下,由政府自上而下建立起来的。近些年,上海行业协会在经
济领域发挥了越来越多的作用,并且逐渐由“在政府主导下发挥功能”转向“自主治理”。
本文在数据收集以及文献分析的基础上,首先考察目前上海行业协会的发展情况,从微
观数量、行业覆盖率等方面看其自主治理情况,然后从行业协会与政府关系以及在企业服务
和政府管理方面所发挥的功能角度看其自主治理情况,最后分析行业协会自主治理中陷入的
困境以及探求解决这种困境的途径,进而揭示建立政府与行业协会间新型的合作关系是加强
“自上而下”型行业协会自主治理能力的关键。
本文认为,上海行业协会的改革与完善应当按照社会法团主义模式进行,培育政府与社
会之间的对等协商关系。具体而言,为适应国际经济形势的发展要求,政府应主动变更政府
职能,主动逐渐撤出不应干涉的社会经济领域;政府应当主动促进行业协会制度的建立;政
府应给予协会组织经费方面必要的政策支持;行业协会间构建适度竞争机制。

RESEARCH ON GUILDS OF SHANGHAI IN THE
PROCESS OF TRANSITION

ABSTRACT

With the depth of China’s reform, more and more problems of ineffectiveness of the
government’s departmental management system which was under the old planned economy were
exposed. Therefore, governments began the exploration of new professional management system,
and devoted to the cultivation of kinds of professional associations to cooperate with the need of
management system. Against this background, professional associations were proposed and
organized by government in Shanghai. This was a process of growth from above to below. On
condition that the government has been strong for a long time, if professional associations can
play a role, they should rely on the strength of the government to a large extent. However, in
recent years, professional associations of Shanghai have played more and more roles in civil
self-governance in economic field. On the basis of the collection of data and the analyze of
documents, this text firstly investigates the development of professional associations of Shanghai
recently. The micro quantities and trade coverage rates are important indexes for self-governance.
