房地产业是国家经济发展的重要支柱产业之一,其产生、发展与会融业有着密不可分的关系。房地产金融是指围绕房地产业的开发、经营、消费而展开的筹资、融资、结算等各种金融活动。随着房地产业迅猛发展及国家宏观调控对房地产业的力度不断加大,房地产金融风险日益显现。
本文首先从房地产业及房地产金融的定义及相互关系入手,分析了目前房地产业发展的现状及存在的主要问题,指出在北京地区房地产将在未来5年内保持增长趋势,但随之产生的房地产金融风险不容乐观。房地产金融业务的风险管理属于银行风险管理的一部分,因此房地产金融业务的风险管理也可分为风险识别、风险估价、风险处理、风险防范四个方面。文章第三部分比较系统地分析了房地产金融风险识别、风险估价及风险处理的方法。第四部分,从银行的角度, 分别从房地产开发贷款和个人住房抵押贷款两个方面的风险防范措施进行阐述, 文章结合当前房地产会融热点话题,重点就个人住房抵押贷款风险及其防范对策进行了论述,建议推行商业性个人住房抵押贷款证券化制度,有利于房地产金融风险管理的科学化和国际化。
