摘要:辽宁省集体林权制度改革已经取得很大进展,并形成了区域模式,在北方省区具有代表性,其经验值得借鉴。本文在对辽宁省林业特色、辽宁省集体林权制度改革历程及区域模式分析的基础上,对集体林权制度改革的前景进行展望,并提出进一步深化集体林权制度改革的建议及保障措施。

Reform Experience and Prospect of Collective Forest Property Right System in Liaoning Province

Abstract: Liaoning province has gotten a great improvement in reforming property right system of collective forest and e a regional model with the provincial characteristics and a representative of Northern provinces. The achieved experience could be used by other provinces in reforming property system of collective forest. After analysising the provincial characteristics, the process of reforming property system of collective forest and its regional model, the paper prospected the future of the reform and made the suggestions on the deep reform of property system of collective forest with the guaranteed measures.

集体林权改革是继土地家庭联产承包责任制后,农村中又一项重大改革。并已在我国南方的福建、江西、浙江省和北方辽宁省试行。辽宁省是北方实行集体林权改革的典型省份,对其经验加以总结及对发展前景加以探讨,会有助于推进北方地区的集体林权改革。
