摘要
随着中国加入WTO,中国农业必将面临更激烈的国际化竞争和更大的挑战。党中央一直把农业和农村经济工作作为一件大事来抓,而增加农民收入历来是农业和农村工作的主题,也是新时期农业和农村发展的战略任务。多渠道增加农民收入将面临着新形势和新问题,对此我们必须要有新思路、新举措、寻找新亮点,而且要把亮点转化为热点。
农民增收的基本要看农产品是否与市场需求结构相适应,是否满足消费者需求,在调整农业结构中,必须要有发展当地特色产业、特色经济的主动意识,因地制宜地发挥区域资源、市场、经济、技术等方面的比较优势,发展本地优势的农产品,逐步形成具有本地特色的农业主导产品和支柱产业,做到“人无我有,人有我优,人优我特”。只有这样,农产品才能在激烈的市场竞争中利用自己的比较优势,获取属于自己的、比较理想的经济效益。“农产品”的概念也应不断拓展,不光有实物产品,还具有“精神产品”,也就是说向城市居民提供“吃苦、贫困”产品,也可以获得利益与成功。为此,笔者提出了发展现代休闲农业这一新型的特色农业。
