我国农村人力资源开发的问题和对策浅析
摘要
人力资源是社会第一资源,农村人力资源质量直接影响农业科技水平,影响农民适应市场、驾驭市场的能力,影响农产品的深加工和商业化程度,影响农村剩余劳动力转移,影响农业现代化进程和农民收入。深入分析并探讨农村人力资源开发的对策,搞好农村人力资源开发,是富民的根本,也是解决“三农”问题的关键。
美国经济学家舒尔茨提出的人力资本理论,对经济发展的动力做出了全新的解释。从此,一大批学者对人力资源的问题进行了深入的研究。近年来,国内学者对农村人力资源开发这一问题也进行了深入的研究。本文是在分析前人成果的基础上进行的初步研究,力图在前人研究的基础上,结合自己所学的知识,在这方面有所贡献。
本文在阐述农村人力资源研究的背景、意义和国内外研究状况的基础上,对几个关键概念进行了界定,分析了国内农村人力资源的现状与农村人力资源开发存在的问题及原因,结合前人的研究成果和中国当前农村实际,提出了农村剩余劳动力有序转移、构建我国农村人力资源开发体系等对策。

Problems and countermeasures of China rural human resource development
Abstract
The value of human resource has been higher than other natural resource and has e the social first resource. The quality of rural human resource directly influences the enhancement of agricultural technology, influences the farmer’s ability to adapt to the market and control the market, influences if the agricultural product can be re-produced and can be sold in a high price, influences the shift of rural surplus labor force, and influences the modernization of agriculture. To solve the three agriculture problems and raise peasants' es, we have to analyze and find out the measures to develop countryside human resource.
American economist Schultz proposed the human capital theory, taked the human capital as a new power to economical development. From then on, large quantities of scholars have conducted thorough research in the field of human resource. In recent years, the domestic scholars began to analyze the countryside human resources. This article is the preliminary research that carried on the basis of forefathers' achievement.
This article elaborated the background, the significance of the development of countryside human resource. On the basis of the domestic and international research results in this field, I gave a definition to some key words in this article, analyzed the present situation of domestic countryside
