摘要
随着以物质和能源为基础的工业经济逐渐向以信息和知识为基础的知识经济转变,信息正逐渐成为社会经济发展的重要的战略资源。在组织层面,信息己成为获得竞争力、构筑竞争优势和提高经济效益的关键因素,到战略高度,的反应速度、对信息活动和信息资源等进行战略规划与管理,组织应把信息提升以加快自身对环境提高环境适应性。因此,信息和战略将成为当今组织新的制高点,而信息化战略作为两大因素的结合体,必然是组织战略管理中的重点和难点,关系到组织的生存和发展。
本文通过对信息管理、战略管理、集成管理等方面的大量学术论文和著作进行研究、比较和分析,从组织层次结构的角度,结合组织的实际情况和时代特征,在探究组织及其信息、组织战略及其管理的概念与要素的基础上,分析了组织信息化战略的概念与类型、模型以及信息战略的规划与管理乃至剖析了信息化战略与组织战略的关系等基本内容框架,指出组织的信息战略从要素上涉及信息技术、信息资源、信息体制和知识管理等战略。信息技术战略关注组织信息技术发展的总体对策、宗旨、方向、目标、与整体战略的关系、环境和资源等,涉及IT战略规划、IT外包决策、风险管理以及与组织战略的融合等方面;信息资源战略涉及组织信息资源的构成、挖掘与规划以及集成策略。
