改革开放 30 多年来,中国经济日新月异取得了前所未有的发展,入世后企
业参与国际竞争的步伐加快。石油化工行业是资金、技术高度密集的垄断性行业,
行业危险性极高,石化企业的标准化管理就面临着严峻的形势和紧迫的任务。我
国企业先后引进了质量(ISO9000)、环境(ISO14000)和职业健康安全(OHSAS)
等管理体系后,掀起了体系认证工作的热潮。由于上述三个管理体系存在一些共
同点,若企业同时推行上述体系,势必会造成不必要的浪费,甚至会因出现的彼
此间不协调而影响体系运行的有效性。因此,三个体系的整合成为当前企业迫切
需解决的问题。
本论文以案例的形式对中石化胜利油田井下作业公司的 QHSE 管理体系的发
展进行了分析和研究。论文首先对 QHSE 管理体系产生的外部环境以及体系存在
的以及进行了阐述;然后对体系涉及的概念和理论给予了介绍;在文章的第三部
分回顾了中石化胜利油田井下作业公司的历史变革和发展过程,再从宏观环境和
公司内部环境等方面对胜利井下作业公司建立 QHSE 体系所处的环境进行了概括,
接着详细介绍了胜利井下作业公司 QHSE 管理体系的构建过程和步骤,以及体系
推行后所取得的成绩和存在的问题。在案例部分,文章首先对公司建立 QHSE 管
理体系的必要性和可行性进行了研究和分析;然后从构建过程、取得的经验以及
效果、管理体系运行中存在问题等角度重点对胜利井下作业公司建立 QHSE 管理
体系的组织贯彻落实情况进行了分析;文章最后得出 QHSE 管理体系是现代企业发
展的必然趋势,是企业实现可持续发展的保障的结论。

Abstract
Unprecedented ess has take place in Chinese economy, since the past 30 years of
open and reform. Meanwhile , along with China joining in WTO, China rapidly
participates in the international petition. The petro-chemical industry is the
fund-intensive and technical-crowded industry, what’s more , it is the highly risky ones
too . The standardized management of the panies faced with the urgent duty
and challenge . The enterprises of our country have introduced the management
system standards of quality(ISO 9000)、environment(ISO14000) and professional
healthy and safety(OHSAS 18000) , which upsurge enterprises carry on system
authentication raised , and then more and panies simultaneously implement
these two or three standards system, along with management system standardization .
However , because of mon grounds among these three management system
standards, if panies independently establish the management system ,it may
cause unnecessary waste and even uncoordinated problems which affect the efficiency
of implementing standards . So, integrating the three systems has e the most
important mater for panies at present .
