摘要
招投标制度作为工程承包发包的主要形式,它运用市场竞争机制,以公开、公平、公正为实施原则,由发包单位择优选定设计单位、施工单位、材料设备供应单位等,有利于提高资源的优化配置。实践证明,招投标制度是比较成熟而且科学合理的工程承包发包方式,也是保证建设工程质量标准,加快工程建设进度,取得理想经济效益的最佳办法。

Abstract
Bidding system as the main form of engineering contracting, It uses petition mechanism, with an open, fair and just principles, make design units, construction units, material and equipment supply units, be chosen by the contracting units, which is benefit to improve the optimization of resource. Practice shows that bidding system is a more mature and scientific and rational way for engineering contracting, and also the best way to achieve the desired economic benefits,which ensure the construction quality standards and speed up the progress of construction.
However, due to China's market and legal system is not perfect, local widespread protectionism, and the shackles of unscientific management system,etc. There are still many inequalities in the process of project bidding.
