浅议公共安全问题
Discussion on the Issues of Public Sefety
摘要
自改革开放以来,在传统社会向现代社会的加速转型期,公共安全问题(自然灾害、事故灾难、食品卫生、公共卫生、群体性事件、违法犯罪等)不断凸显。本文从公共安全产生的原因分析开始,对公共安全的特性、我国公共安全管理目前存在的症结进行归纳总结,把风险管理理论引入公共安全领域,提出按照“安全第一,预防为主,综合治理”的方针,应完善公共安全管理机制,做好监测、预报、预警和快速反应系统,加强专业救灾抢险队伍建设,健全救灾物资储备制度,搞好培训和预案演练,全面提高国家和全社会的抗风险能力。
本文还根据我国现有公共安全现状,提出必须健全体制、明确责任、完善公共安全的法律法规、依靠科技手段、普及公共安全教育等有效措施应对变幻莫测的公共安全问题,以确保社会的良性发展态势,让百姓安居乐业。

Abstract
Since reform and opening, in a traditional society to a modern society accelerated transition period, public safety issues (natural disasters, accidents, disasters, food hygiene, public health, mass incidents, crimes, etc.) continue to highlight. This paper analyzes the causes of public safety begins on the characteristics of public safety, public security management of existing crux to summarize, the risk management theory into the field of public safety, made in accordance with the "safety first, prevention first, comprehensive management "approach, should improve the public security management mechanism, good monitoring, forecasting, early warning and rapid response system to enhance professional relief and rescue team building, improve the relief materials reserve system, improve training and exercise plan, prehensively improve the state and society as a whole ability to resist risks.
This article also according to China's existing public safety situation, we must improve the proposed system, a clear responsibility to improve the public safety laws and regulations, relying on scientific and technological means, universal education, public safety and effective measures to cope with the vagaries of public safety issues to ensure a virtuous society development trend, so that people live and work.
