基于平衡积分卡的国有煤炭企业绩效管理研究
摘要
煤炭不仅是工业发展的保证,更是国民经济增长的基础。目前我国处于城镇化工业化发展的关键阶段,经济的发展更加依赖于煤炭等能源的支持。在我国,国有煤炭企业在整个煤炭行业中所占比重较大,对整个行业的发展起带头作用。近几年,国有煤炭企业的绩效管理问题突出,绩效考核体系设置不合理,严重制约了企业的发展。为改变这一现象,优化国有煤炭企业的人力资源管理,在绩效管理方面,引进平衡积分卡技术进行管理。
本文在分析衡积分卡技术,查阅文献获得相关的资料,运用定量与定性相结合的方法,对SS煤矿进行个案研究,旨在为国有煤炭企业的绩效管理提供一个切实可行的研究方向。本论文主要有两部分:第一,在介绍平衡积分卡和绩效管理等相关理论的基础上,为国有煤炭企业的绩效管理优化提供理论依据;第二,根据平衡积分卡四个维度的设计原理,对SS煤矿的绩效管理体系进行了优化改进。研究表明,平衡积分卡不仅是一种战略管理工具,更是一种绩效管理方法。在综合分析平衡积分卡和衡计分卡适用于国有煤炭企业的绩效管理体系设计。

ABSTRACT
Coal is not only a guarantee of the industrial development, but also the foundation of the national economic growth. At present our country is in the key stage of development of industrialization, urbanization development of the economy more reliant on coal and other energy support. In our country, the state-owned coal enterprises account for a large proportion in the whole coal industry, for the development of the industry take the lead. In recent years, the state-owned coal enterprise performance management problems, performance appraisal system setting is unreasonable, seriously restrict the development of enterprises. In order to change this phenomenon, optimize the state-owned coal enterprise human resources management, in the aspect of performance management, introduced the balanced score card technique.
This article on the basis of analyzing the characteristics of the state-owned coal enterprises, combines the technique of balanced score card to get relevant information through the literature, using bination of quantitative and qualitative method, the SS through the case study of coal mine, the state-owned coal enterprise performance management is dedicated to provide you wi
