我国食品安全预警体系和溯源体系发展现状及建议

摘要:建立和发展食品安全预警体系和溯源体系,是提高我的要求,是全球食品安全管理的发展趋
势。本文着重论述了我国食品安全预警体系和溯源体系的发展现状,针对存在的问题提出了一些切实建议。

Development Status and Proposal of Pre-warning System and
Traceability System of Food Safety in China

Abstract: Building and developing the pre-warning system and traceability system of food safety is the demand for improving the level of
the food safety and risk management. It is also the trend of development in global food safety management. This paper emphasized on
discussing the development status of pre-warning system and traceability system of food safety in China, and proposed some suggestions based
on the current problems.

食品是人类生存所必需的,食品安全直接关系着
人类健康、经济发展、社会稳定,关系着人类文明和
进步[1,2],甚至关系到民族的存亡和兴衰。近年来,世
界范围内一系列食品安全事件(如疯牛病、口蹄疫、
苏丹红、禽流感、二噁英污染、三聚氰胺、地沟油等
突发事件)的暴发触目惊心,对人类文明产生了重大
冲击,唤醒了全球对食品安全问题的关注。如何重塑
一个健康、安全的食品消费环境已经成为世界各国面
临的共同挑战。
当前我国食品安全存在的问题主要有[1]:(1)环
境污染等源头污染,如云南“镉污染”事件;(2)农
药、兽药残留,如海南“毒豇豆”事件、“孔雀石绿”
事件; 3)滥用非食品用物质和违规使用食品添加剂,
如“三聚氰胺”、“瘦肉精”、“塑化剂”事件;(4)食
品制造使用差、劣质原料,如“地沟油”、工业明胶”
事件;(5)假冒伪劣食品,如掺兑酱油、假酒
