我国农村体育公共产品供给制度缺陷与优化

摘要:我国农村体育公共产品供给制度缺陷表现为:非均衡战略下城乡二元体育公共产品
供给制度障碍;供给主体制度的缺位与错位;需求表达机制缺失与供给决策机制倒置;农村体育
文化等公共产品供给的监督制度缺位等方面。其制度优化路径包括:遵循城乡~体化政策导向,向
城乡提供兼顾公平与效率的体育公共产品;决策机制中外生变量因素内化,构建决策良性协作博
弈机制;重视非正式制度供给与制度创新;提高制度供给效率与防止“公地悲剧”,建立部门协作
与管理机制;构建以政府为主、社会各界参与的多元化投入制度。

Defects in and optimization of the public rural sports product supply system in China

Abstract: The defects in the public rural sports product supply system in China are embodied in the followings: ob-
stacles in the dualistic public urban and rural sports product supply system under the guidance of non equilibrium
strategies; the lacking or wrong positioning of the supply main body system; the lacking of a need expression
mechanism and the upside-down ordering of the supply decision making mechanism; the lacking of a system for
