我国农村“五保”制度的改革与完善--从制度变革的内卷化分析

【摘要】五保供养制度是基于当时的历史背景和社会主义意识形态的需要,而对传统的地方救助做的修改和调整,它主要是针对特殊群体的救助。应该肯定其在历史在所起的作用。中国五保养老制度,经历了“集体供养”和“国家供养”两个阶段。五保供养制度的转型过程体现了两组变化:一是国家与公民关系的“革命性”变化;二是国家与社会关系的“内卷化”变革。在这两组变革中暴露了一些弊端,针对这些问题,在和谐社会建设的过程中,五保养老制度完善的科学途径要“强化政府职责,多部门多渠道投入资金”、“树立工作新理念,加强敬老院管理”、“培育慈善意识,动员全社会参与”、“发展院办经济,以副补院”、“开展自费养老,收费补院”。
