摘要
住房条件的好坏是衡量城镇居民生活水平高低的重要标志,是全面建设小康社会的重要内容。完善城镇中低收入家庭住房保障制度,推行城镇住房制度建设,维护中低收入家庭住房基本权益,对于构建和谐社会、保持社会稳定具有十分重要的意义。
为了配合我国城镇住房市场化的改革,我国建立了以住房公积金、经济适用住房、廉租房为内容的城镇住房保障制度。这些制度在保障城镇住房制度改革顺利推进和解决中低收入者住房困难方面,取得了一定成效。但是存在的问题也很突出。因此分析发现制度所存在的问题,研究解决对策,是政府在城镇住房领域中面临的核心内容,也是各地区当前急需解决的问题。文章从经济学的角度分析提出了完善我国城镇住房公积金、廉租房、经济适用房制度建设的新思路,希望能为解决城镇中低收入家庭住房难问题提供一些建议。

Abstract
The quality of housing conditions is a measure of the importance of high and low standard of living of urban residents sign off society is an important part. Improve the urban low-e family housing security system, the implementation of urban housing system, and safeguard the basic rights of low-e family housing, for building a harmonious society, maintain social stability is of great significance.
In line with China's urban housing market-oriented reform, China established a housing fund, affordable housing, low-rent housing for the content of the urban housing security system. These systems to protect the smooth progress of the urban housing system reform and to solve the housing difficulties of low-e persons, and achieved certain results. But the problems are also prominent. Therefore analysis of the problems found in the system, study countermeasures, the government faced in the field of urban housing core is the region that urgently need to solve the problem. From an economic point of view of the article made to improve the urban housing fund, low-rent housing, the construction of affordable housing system, new ideas, hoping to solve the housing difficulties of urban low-e families to provide some suggestions.
