摘要:渔业可持续发展是水域生态环境、渔业经济、渔村社会协调发展的渔业发展理论和战略,其理念可以追溯到传统的渔业管理理论。渔业可持续发展研究在理论问题、指标体系和战略实施方面取得阶段性成果,但研究缺乏力度和持续度,学术深度和广度均不够。先行研究以宏观研究、应用研究、对策研究、概念研究和文献研究居多,而微观研究、理论研究、实证研究、评价研究和调查研究相对较少且薄弱。后续研究应关注概念本质属性、评价指标体系、战略方策创新、研究领域拓展、实证调查研究和前沿研究课题。

This conception dates back to traditional theory of fisheriesmanagement. The research on sustainable development of fish-eries shows some achievements in theoretical issues, system ofindicators and implementation of strategy, but reveals lack of re-search strength and persistence, and academic depth and widthis quite limited. The existing research results mainly concentrateon macro-research, applied research, countermeasures research,concept research, and literature research. The results concern-ing micro-research, theory research, positive research, assess-ment system, and actual survey paratively fewer andweaker. The further research shall focus on essential character-istics of concept, system of assessment indicators, renovation ofstrategy and methods, expansion of research f
ield, and positiveresearch and advanced research.

一、可持续发展理念与渔业管理理论“sustainable development”一词最早出现于20世纪80年代的一些西方发达国家的文献中,中译“可持续发展”①,“可”字表示“期望”或有“经过努力能够达到”之意。可持续发展思想萌芽于国际自然与自然资源保护同盟()起草并经有关国际组织②审定公布的《世界自然资源保护大纲》(1980)。
然而,在国际社会中率先提出为人们普遍接受的可持续发展概念的是挪威前首相格罗·哈莱姆·布伦特兰(1987)。她在其世界环境与发展委员会研究报告《我们共同的未来》中指出,可持续发展是指既满足当代人的需要,又不危及后代人满足其自身需求的能力的发展。这种可持续发展概念最初向林业、渔业领域渗透并得到应用,之后很
