摘要
随着我国高等学校的招生规模的逐年扩大,我国高等学校在校贫困生的数量也日益增多,贫困生的问题也随之显现出来,成为令人关注的社会问题,从深层次讲,是涉及人才培养,提高国民素质的问题,如不能及时有效地解决这一问题将影响到社会公平、教育机会的平等。
解决高校贫困生问题也能促进家庭、社会的稳定,对于社会主义中国来讲,具有深远的意义。各级政府和教育机构已充分认识到这一点,但由于形势变化迅速,原有的一套资助办法日益显露出它的诸多弊端和不足,因此,认清新形势、提出新思路、找到新办法己成为当务之急。
本文研究的目的在于全面把握高校贫困生资助的理论与实践,借鉴国外比较成熟的资助理念和模式方法,通过了解现行政策实施的效果,并进行深入的分析,弄清楚现行资助政策、法规是否健全、现行制度本身是否有缺陷,学生自身对待资助的态度,长沙高校在实施资助政策的过程中存在的问题,最后得出高校贫困生资助对策。
本文以长沙目前的贫困生资助问题为例,对资助政策在实施后的实际效果进行分析,与预期效果进行对比,找到问题的根源。通过理论研究与实际验证相结合,进一步明确问题存在的内在原因,借鉴其他国家的成功经验,对长沙高校贫困生资助理念、措施、实施效果的完善提供有效依据,提出具体的对策建议。

Abstract
Along with the enrollment of students in colleges and universities to expand year after year, our institutions of higher learning in school the number of poor students is also increasing, poverty and health issues have also emerged as a concern of social problems, through the surface stresses, is involved in personnel training, enhance the quality of issues, such as can not be a timely and effective manner to solve this problem will have an impact on social equity, equal educational opportunities.
Poor College Students problem solve as well as promote family, social stability, for socialist China, the far-reaching significance. And educational institutions at all levels of government have been fully aware of this, but due to the rapidly changing situation, the original approach to a funding increasingly reveals its many deficiencies and ings, therefore, a clear understanding of the new situation and put forward new ideas and new approaches to find their own a matter of priority.
