摘要
学习型政府是以人为本,以学为目标的新政府,其组织结构是一个灵活的,有弹性的网络扁平化的组织结构。它运用一个“快速改变取胜”的灵活的经营战略,通过信息管理工具等手段,是实现政府创新,解决面临的挑战的根本保证。因此,学习型政府的构建对我国社会主义建设是有重大影响和意义的。然而,构建学习型政府是一项复杂而艰巨的系统工程,它仍然面临着许多障碍。这主要表现在一些理念,组织结构,政府机构的学习文化和政府的思想等等。基于以上事实,本文研究我国构建“学习型政府”的障碍因素,并针对障碍因素提出相应的消除策略,对研究我国构建“学习型政府”的理论发展而言,有重要的理论与实践意义。

Abstract
Government is people-oriented learning, learning-based, to improve government management and service level objectives of the new government, anizational structure is a flexible, work anizational structure. It uses a "quick change to win" and flexible business strategy, information management tools through other means, to achieve the government innovation to address the challenges facing the fundamental guarantee. Therefore, the learning-oriented government is building China's socialist construction have a significant impact and significance.
